Luther was born 10 Mar 1889 in Emmitt, AR, to the parents of Elihu F and Virginia A (Billingsley) Dickey. His father had died before he came to Navarro Co. His mother eventually settled in Oklahoma.

At the time he signed the WWI draft registration card on Jun 5, 1917 he was living in Dawson, Navarro Co TX. He was single, tall, medium built with blue eyes and brown hair, working as a bridge builder for Navarro County.

He entered the service on April 26, 1918. He trained at Camp Travis. Serving in the Ninetieth Division as a private, he belonged to a machine gun company.

At the age of 30 years, he was shot in the leg on the first day of the battle of St. Mihlel, Sep 12, 1918, which resulted in his death on Feb 6, 1919 from disease.

He was buried in the French cemetery at Hyere, France until his remains were brought back to the states where they were laid in the McCurtain Cemetery in Broken Bow, OK, where is mother and some siblings had resided.
