I don't know anything about the picture other than the man who is on the front row seated fourth from the right is Charles Timothy McConnico.  He was justice of the peace and city Marshall in Kerens for many years and since (if you look closely) they all seem to have on badges, I assume this was some sort of law enforcement gathering on the courthouse steps in Corsicana.  He died in 1923 and from the looks of the ladies' hats, I would guess it is ca 1900.
